I am looking for input from people who have traveled on an international itinerary that went from the United States to a country other than Russia but with a connection and change of flight in Moscow (Sheremetyevo Airport, Terminal D). All of the literature I can find states that a Russian Transit Visa is NOT needed if the connection time is less than 24 hours, the connecting flights leave from the same airport, and the traveler does not leave the airport terminal's transit area. Since the cost of a Russian Transit Visa is $90, the issue of whether a passenger needs the transit visa or does not is economically significant. I would be comforted (I hope) by hearing from people with related experiences.

For interested parties, I have received a definitive answer from the Russian Consulate to my query concerning whether or not a traveler needs a transit visa when changing flights at Sheremetyevo Airport in Moscow:
"If your layover is less than 24 hours and you do not travel to Belarus or Kazakhstan you are not eligible for a transit visa and you cannot leave a transit zone accordingly.
Transit visa is not required, even at Terminals (D, E, F) change inside Sheremetyevo airport."
