Bencoolan Road hotels were always known as the budget hotels. Public transit is so good that finding something cheaper out of the main downtown expensive areas is not a liability if you want to see the whole city.

Finding good inexpensive food is not a problem almost anywhere in Singapore. There are food courts all over. Try Chowhound for Asia for specific recommendations from locals. You can count on all street food in Singapore to be clean and healthy.
